Policy dialogue

The objective of the policy dialogue is to improve the political framework for energy efficiency. The policy dialogue activities in the target countries and across the MENA region aim to:

  • Identify drivers and barriers for high energy efficient or renewable energy-based heating and cooling in residential buildings
  • Understand how different stakeholder groups assess the (economic) viability of investments in high energy efficient or renewable energy based heating and cooling in residential buildings
  • Assess how the existing regulatory framework can be adapted or better enforced to incentivize these investments, and what are the financial instruments or access to finance conditions that need to be in place

Activities under the policy dialogue are structured along the following process:

  • Stakeholder groups are identified and interviewed to understand the barriers and drivers for investment in high energy efficient or renewable energy based heating and cooling in residential buildings
  • Results from the interviews with stakeholder groups are analysed and discussed in roundtable workshops
  • Policy modules are developed for each stakeholder group
  • An impact assessment of the policy modules is performed, and an integrated (i.e. combined) policy module is developed for each country
  • Stakeholder-specific factsheets summarizing insights gathered are prepared per target group per country. In addition, a combined factsheet across the countries is developed for each stakeholder group
  • Along the process, ad-hoc advice is provided to policy-makers

This project is part of the International Climate Initiative. The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) supports this initiative on the basis of a decision taken by the German parliament (Bundestag).
